　　Recalling its relevant agreements, including United Nations Convention on the Law of the Sea, Paris Agreement, Vancouver Declaration on Human Settlement, Istanbul Declaration on Human Settlement and United Nations Framework Convention on Climate Change,

　　Bearing in mind that Charter of the United Nations and 17 sustainable development goals,

　　Emphasizing that the construction of the floating cities is a work for the whole human race,

　　Acting under the Paris Agreement, the Istanbul Declaration on Human Settlement and United Nations Framework Convention on Climate Change,
