Subject: Debrief on Minister's First Day and Action Items
Mr. Cavendish,
Please find below a report on Minister Hyde's arrival today (21/01/80) and subsequent actions:
1. Arrival and Induction:
The Minister arrived at the Whitehall entrance at 11:08 and was escorted by me to his office (Room 305).
The office environment (N.B.: the east wing remains slow to warm; a supplementary heater has been activated) was introduced as planned. The Minister expressed understanding of the spartan state and made no immediate requests for decor. His sole specific request was for the installation of a large wipe-clean board in the reserved space by the window to the right of his desk, with room to move.
2. Execution of Office Layout Adjustment:
The wipe-clean board (1.8m x 1.2m) and accessories (markers, eraser) were installed at 13:45.
The Minister has begun to use the board (content unobserved).
Remaining layout adjustments will be completed by tomorrow as per 'Whitehall standard' (minor repositioning of filing cabinets, tidying of telephone lines, etc.).
3. Meeting with Yourself:
The meeting took place in Rm 305 at approximately 12:00.
Summary: The Minister expressed significant surprise regarding your identity (and a possible previous associated appellation). A preliminary exchange concerning departmental function, authority, and working methods took place.
You presented the Minister with the draft schedule for Week 1 (DSC/MIN/SCHED/WK1/DRAFT), highlighting the whiteboard installation item (now executed).
The Minister accepted the draft schedule without proposing immediate amendments, but his emotional response was notable (primarily concerning the department's positioning and the method of communication).
4. Forward Plan:
As per the draft schedule, I have briefed the Minister on tomorrow's (22/01) arrangements: AM review of departmental remit documents (prepared); PM meeting with seconded Private Office staff (time confirmed); preliminary policy discussion with yourself (time TBC).
The Inter-Departmental Information Sharing Liaison Meeting (IDISLM) for Wednesday (23/01) at 15:00 has been booked for Room 210. A draft agenda will be submitted to yourself and the Minister tomorrow morning.
Lunch: The Minister opted for a simple meal in his office (sandwich, procured externally by me).
5. PPS Appointment:
As per your instruction, I presented the Cabinet Office PPS candidate list to the Minister during the induction and introduced myself, highlighting my cross-departmental experience (DTI, MoD, HMT, Cabinet Office) and policy coordination background.
The Minister has not explicitly confirmed the appointment, but his attitude was positive. I will proceed with PPS duties pending the Minister's formal confirmation. (N.B.: As appointment is not yet formal, I await your direction on whether to prompt him to review the other candidates.)
6. Observations and To-Do:
The Minister's working style is emerging: preference for visual tools (whiteboard), active mind, direct in speech, shows impatience with bureaucratic procedure (will require guidance to adapt).
His feedback and expectations regarding the IDISLM agenda will require close attention.
The key to the connecting door remains in my keeping as per your instruction. The Minister did not ask for it or express a need to use the annex.

7. Awaiting Your Direction:
Is any follow-up clarification or mollification required with the Minister regarding specific elements of this morning's meeting (e.g., forms of address, communication tone)?
The draft list of departments to be invited to the IDISLM is attached for your review and annotation.
Written confirmation of our budget allocation from HMT is still pending. Ad-hoc procurements (whiteboard, stationery) have been covered by Cabinet Office funds and will require a reimbursement pathway.
This concludes the debrief for day one. I will ensure tomorrow's schedule proceeds smoothly and will continue to observe and record the Minister's habits and requirements.

Let the tension settle. A necessary calibration. Maintain professional distance; focus on the business. Address as the Minister prefers.
Remove the Northern Ireland Office from the invitation list. The rest may stand. Frame the agenda with the language of 'support/service', avoid 'coordination/control'.
I will speak to the Treasury Permanent Secretary about the budget tomorrow.
Log his use of the whiteboard. Note his tolerance for 'non-objective-oriented information' in inter-departmental meetings.
