1.Governments can introduce coercive policies, but this also depends on individual implementation.
2. Indeed, the power of states and governments lies in their macro-control capabilities, and they can improve climate change by introducing coercive policies. It may ultimately achieve good results, but it is also inseparable from the cooperation of individuals, the policy needs to be implemented.
Secondly, policy also has limitations. It is the norm of macro-control but isn’t concretized into daily actions. As Adam Vaughan (2022) gave the example ,\"A lot was promised at COP26 in Glasgow last year\", the policies issued do promise many ambitious goals, but the government would not issue detailed guidance on how to do and what to do, it can only rely on individuals to explore and implement.
3.Therefore, the powerful impact of countries and governments on climate change is also inseparable from the contribution of individuals.
