DRAFT RESOLUTION 1.1

Topic: Marine Protection in the Construction of Floating Cities

The United Nations Human Settlements Programme,
Recalling its relevant agreements, including the United Nations Convention on the Law of the Sea, Paris Agreement, Vancouver Declaration on Human Settlement, Istanbul Declaration on Human Settlement, and United Nations Framework Convention on Climate Change,
Emphasizing the importance of cooperation between developed countries and developing countries for mutual benefit and win-win results,
Noting with deep concern about the protection and rational use of marine resources,
Awarding that ocean pollution causes a huge loss to the economy, human health, and biodiversity,
Convincing that all countries can unite and cooperate, provide friendly and mutual assistance, and jointly maintain ecological balance,
Seeking a balance between human and nature,
Calling on countries to develop their advantages, actively devote themselves to Marine protection, and contribute to the realization of the world's sustainable development goals,
Bearing in the main charter of the United Nations and 17 Sustainable Development Goals,
Emphasizing that the construction of the floating cities is a work for the whole human race,
Acting under the Paris Agreement, the Istanbul Declaration on Human Settlement , and United Nations Framework Convention on Climate Change,
Suggests all countries tse zero-waste systems and change wastes into resources during the construction of floating cities;
Further suggests countries reuse and recycle waste thermal energies, and use better heat resistant containers to reduce heat losses;
Recommends to make full use of industrial waste heat and improve cooling equipment, ways, such as air cooling instead of water cooling and thermal insulation measures shall be strengthened to reduce heat loss;
Believes that similar devices such as silencer drills can be used during the process of construction to reduce sound pollution and protect marine animals and marine ecosystem;
Notes the great influence noise pollution causes to the ocean, for which sponsors further recommends these arguments:
(a) Choose low-noise machinery,
(b) Limit the amount of time a worker spends near the source of the noise,
(c) Design the workflow to keep noisy machinery out of areas where people spend most of their time;
6. Realizes that marine renewable energy can be divided into two main categories: wave energy, tidal energy which could be used in the floating city construction to generate electricity:
(a)Wave energy, which has plenty of potentials, as the source is constant, and there’s no danger of waves coming to a standstill,
(b)Electricity can be generated using onshore systems using a reservoir, or offshore systems,
(c)Suggesting using the fund to invent many devices to harvest wave energy,
(d)Recommending to create a tidal lagoon on the land of floating cities;
7. Recommends the developing countries and developed countries to cooperate to:
(a) Provide the developing countries with necessary technologies,
(b) Provide the developed countries with cheaper labors,
(c) Provide the countries in cooperation that lack natural resources with mineral products and agricultural resources,
(d) Encourage immigration to solve the problems of the increasing number of the urban population,
(e) Provide interior countries in cooperation with the opportunity to get fishery resources,
(f) Provide countries in the frigid zone with tropical resources,
(g) All countries in cooperation may provide part of the fund;
8. Authorizes an organization to deal with problems to happen in the construction and serving of the floating cities and this organization will have the ability to:
(a) Build a research group to conduct periodical research on new technologies to find better solutions to the construction of floating cities,
(b)Decide to provide necessary protection by force to prevent countries from man-made destruction,
(c) Establish compulsory laws to deal with legal issues during the construction;
9. Further reminds that if we build floating cities, the population problem will be released tremendously and humans can use marine resources more reasonably;
10. Considers that the marine waste will be collected more efficiently after the construction of the floating cities;
11. Reaffirms that the underwater animals will be protected more comprehensively;
12. Reminds all members that the developing and developed countries will complement each other on their strengths and weaknesses regarding floating cities.
