3、The Priority of Employment

　　‘Without stable employment,sustainable development is a blue moon;without high-quality employment,people are impossible to be happy.’
　　1.Employment is vital to people's livelihood
　　The state of employment is increasingly rigorous during the period of the 13th five-year plan.We may find ourselves in a tight corner.As a result of economic transition and structure adjustment in the New Normal,excess capacity is forced to reduce.Furthermore,a growing number of employees are displacing by machines in many traditional industries.As employment is vital to people’s livelihood,the prior challenge we face now is how to guarantee or even promote employment.

　　The current employment situation is not so pessimistic/negative as people think. Although the growth of various economic indexes begin to slow down due to the huge economic downward pressure in 2015,the employment target of last year was outperformed,mainly because of the rapid development of service industry.Furthermore,a great deal of vigorous/powerful measures are putting into effect all over the country,greatly ensuring the employment.
　　At present,the overall employment situation is steady,retaining a dynamic balance.In Jiangxi,for example,139 million jobs were newly increased and the registered unemployment rate was under 3.1% in 2015.

　　At first, there are structural contradictions between labor demand and job seeker's intention as well as skill level in the balance of market supply and demand.

　　The foremost impact is a potential reduction of employment led by the downward economic growth.There is an authentic objective economic law that each one percentage point in China’s GDP will help 130 million to 150 million people finding jobs. On the contrary,every one percentage point drop in GDP will inevitably cause the decrease of employment demand.It is supposed that the slowdown of economy will surely make difficulties to employment.
　　What’s more,it is alleged that new circumstances will bring new challenge to graduates.Apart from the long-term restructuring and upgrading work,high-quality education is impossible to be accomplished at one move.In addition,the difficuly in employment may have a temporary increase as a result of the mismatch between demand and capacity.
　　Fortunately,everything has the pros and cons.Economic restructuring and upgrading will certainly create new employment opportunities.The proportion of service industry in GDP is increasing year byyear,which gives graduates new opportunities to find a job.

　　Firstly, self-employment should be encouraged.Founding an undertaking is an effective way to promote employment.To gather talents and establish pioneer parks is government’s responsibility.

　　First of all,networks.And then,abidance by rules and ability to analyse and forecast.The last one,sufficient funds.Also,don’t overlook the fact that the more we observe and reflect,the more likelihood of success we will have.Start a business not in vogue and use the limited funds to the point.Afterwards,as a result,risk would be reduced and the first pot of gold would come soon.
　　The secondary is vocational education and training.Under present economis situations,the loss of jobs is inexorable/inevitable.But this doesn’t mean we can do nothing to help.The key to the question is to keep pace and update skills.Needless to say,it’s impossible to rely on the workers only.Government should play an important role in it.
